Was the idea of the thin-set concrete below the insulated slab simply using I presume self-leveling concrete to provide a level surface?

Yes, that’s correct. The thin-set was just to provide a level surface. Without asking my builder, I’m guessing it would prevent the insulation from shifting in the vertical plane when the concrete basement slab was poured on top of it.
